David F. Damore is professor and chair of the Department of Political Science at the University of Nevada, Las Vegas (UNLV), and a nonresident senior fellow with the Brookings Institution's Governance Studies program. Robert E. Lang holds the Lincy Endowed Chair in Urban Affairs in the Greenspun College of Urban Affairs, UNLV, and is executive director of Brookings Mountain West and the Lincy Institute. Karen A.
